You can purchase tickets to the event here. Tickets cost about 500 HUF, which is roughly 3-5€ (1€ is around 310 HUF).

Regarding live streams or videos, please check your local listings, as it all depends on whether your country’s broadcasters have bought rights or not.
Europeans can usually count on Teledeporte (Spain), the BBC (GBR) or RAI (Italy) for some videos, although it might be tape-delayed as was the case in 2015 and not all events will be shown.
NBC Sports in the U.S. has synchro on its online stream schedule for the upcoming weeks, but you will need a cable subscription to access it.

Online, you will be able to watch on FINA TV with a free trial period.
